Hello, You point out a good examples of corner cases where the annotation of the SNP by dbSNP is confusing. We mention when we also notice discrepancies on the UCSC Browser's track description page (click through the rs number in the assembly display, scroll down to "Annotation:" for the details).
We recommend sending these examples to the dbSNP team. Specific test cases will likely be helpful to them.
