You can download the CpG Island data using the Table Browser.

Click "Table" in the blue navigation bar at the top of the page and make 
the following selections:
clade: Mammal
genome: Human
assembly: Mar. 2006 (hg18)   or   Feb. 2009 (hg19)
group: Expression and Regulation
track: CpG Islands
table: cpgIslandExt
region: genome
output format: all fields from selected tables
Click the "get output" button to see the results.

In order to extract the sequences, go back to the Table Browser and 
change "output format:" to "sequence" and click "get output" again. 
Choose the sequence retrieval options you prefer (this is where you can 
choose to add the flanking regions, etc.) and click "get sequence" to 
see your results.
