Hi Michael, We update the gbdb files and the database tables on our downloads server weekly, on Sunday mornings. We update the software about every 3 weeks (we recently changed from a 2-week cycle). If you subscribe to the genome-mirror mailing list (https://lists.soe.ucsc.edu/mailman/listinfo/genome-mirror), you will get an announcement every time we update the software.
There are some helpful scripts for updating in the source tree in kent/src/product/scripts.
