Good Morning Paul:

In this case, you would like to download the original wiggle
ascii files from:
ftp://hgdownload.cse.ucsc.edu/goldenPath/hg19/phastCons46way/placentalMammals/
(or via rsync)

These files you can run through the wigToBigWig conversion tool to
construct bigWig files.

For some background on .wib files:

Subject: [Genome] conservation data and wib format

Hello,

I'm trying to annotate some data with conservation information. For that
purpose, i've downloaded the phastCons46wayPlacental.wib conservation track.
Here's my dilemma thou: I haven't been able to locate any description of the
.wib format, thus it's a bit hard to get to the info in there.
Is there a way to convert this to bigWig maybe? (i know how to deal with
those).
I know that .wig to bigWig isn't a problem, but can i get wig out of wib?

Any help would be greatly appreciated

Regards,
-Paul
