Hi Valeria, The LACTBL1 gene shows up in our Ensembl track on hg19 at position: chr1:23,280,239-23,291,797.
For RCD1, go to the genome gateway page (http://genome.ucsc.edu/cgi-bin/hgGateway?org=Human&db=hg19), and in the position/search term box type RCD1 and click submit. You'll get all the results we have, though none look to be exactly what you're looking for. It's possible that it may not be annotated on any tracks we have yet.
