Dear Angela, The foldUtr3 and foldUtr5 tables are part of the UCSC Genes track. Click on the link for that track in the Genome Browser and it will take you to the description page which will give you the overall information for that track. To get more specific information on specific UTR annotations you can click on a specific gene displayed in the UCSC Genes track on the browser. This will take you to the gene description page for that specific gene. Click on the "RNA Structure" link in the first box. This will take you to more detailed information on how the data was generated for UTR tables you are referring to.
