Our mailing list software strips attachments, so I haven't seen the 
format of your file.  However, liftOver accepts several formats.  If you 
are using the command-line version, run liftOver without arguments to 
see what they are.  Format descriptions are here:

If you are using the web-based version of liftOver, you can either use 
BED format (http://genome.ucsc.edu/FAQ/FAQformat.html#format1) or 
"position" format.  Position format is the same as what appears in the 
position/search box when you are using the Genome Browser.  Coordinates 
in position format look something like:

chr1:1000-5000

The same position in BED format would be:

chr1 999 5000

Note that the first coordinate is one base less than in position format 
(see http://genomewiki.ucsc.edu/index.php/Coordinate_Transforms for an 
explanation).  BED format can also contain additional fields.
