Hi Yu, You can download the data used for those tracks. There are several ways to navigate to the the downloads directory for these tracks. One way is to go to the description page of each of the tracks and click on the "Downloads" link under the subtrack list. Another way, is to go to the ENCODE portal (http://genome.ucsc.edu/ENCODE/) and click "Downloads" under the Human section of the blue bar on the left-hand side (second link from the top). Scroll down to the hg18 section and find the sub-section called Regulation Super-track. Click on the names of the tracks you are interested in to go to their download directory.
