Subject: [Genome] a question about gene and their protein ID

Hi, all!
    I have downloaded UCSC Gene Track from the UCSC table on the UCSC website. 
Total number of genes is 49409 
    I found some genes (14237 genes) that they have none Protein ID.
    and  some genes (9928 genes) that their cdsStart=cdsEnd.

    I want to knonw why these (14237-9928) genes have none protein ID, does it 
mean that these genes may not be the true protein-coding genes? Or just mean 
these genes whose coding proteins are not known to us now?
