Hi Hashem,

You can access the files via our ftp server.  From our downloads page 
(http://hgdownload.cse.ucsc.edu/downloads.html) you can click on the FTP 
Server link in the paragraph at the top. Once on the ftp page, click to 
go one up in the directories. From there you can access 
gbdb/dm3/bdtnp/.   In there, you'll see the Dnase files in bigWig format 
that you're looking for.
