Hi Vladmir, This is a non-coding RNA (http://www.ncbi.nlm.nih.gov/nuccore/NR_024540?report=GenBank), which is why txEnd, cdsStart and cdsEnd are all equal. Please see this previously answered mailing list question for more information:
