One of our developers had this to say about your question:

We get the data file hg18.beta.polyaDb.bed from the contributor directly 
and it would see that there is only positional data for polyA sites with 
the best score (1000). To obtain data for positions with lesser scores 
you will have to contact the contributor, Dr. Bin Tian:
