Hello Yu,

I'm not sure which assembly you are looking at but "TAR1" is not present 
as a repFamily in the repeatmasker table for human. Doing a general 
search online I am guessing this is the "telomere-associated repeat 1". 
You can read more about the repeatmasker track on the description page:

You can also read a brief description of any table (in this case the 
rmsk table) by clicking the "view table schema" link in the description 
page or in the Table Browser:

The repeats are cataloged in the RepBase library which is searchable and 
has entries for TAR1 here:
