for 1), I gave it a try using the UCSC mysql access (http://genome.ucsc.edu/FAQ/FAQdownloads.html#download29): https://gist.github.com/1173596 you'll have to adust the mysql invocation to point to the public server. I strongly suggest you check what's coming out of there.
