All the transcripts you list have been suppressed according to NCBI.

Unfortunately you've run into a gap between when we updated the
refGene table on our public site (which happens every day), and when
that tabled got dumped to our downloads site (which happens at most
every weekend).   We regret this discrepancy and are looking into ways
to address it.

Since the refSeq table is rather small, you can download it through
the table browser, which will give you the same data that the genome
browser display is using.
