The basic track hub documentation is here:

However, that documentation is not a comprehensive guide to creating 
trackDb.txt.  More complete documentation is in the Genome Browser 
source tree, in src/hg/makeDb/trackDb/README, but it is in the process 
of being updated, so be warned that parts of this are obsolete or missing:
