Are you referring to a sacCer2 to sacCer3 liftOver file or a sacCer3 to
sacCer2 liftOver file?  We do have a sacCer2 to sacCer3 liftOver file
located at http://hgdownload.cse.ucsc.edu/goldenPath/sacCer2/liftOver/.  We
also just released a sacCer3 to sacCer2 liftOver file which is now located
at http://hgdownload.cse.ucsc.edu/goldenPath/sacCer3/liftOver/.
