We are in the early planning stages of such a tool -- no timeframe for 
implementation.

Meanwhile, Ensembl's Variant Effect Predictor 
(http://uswest.ensembl.org/info/docs/variation/vep/index.html) can help, 
and NCBI just rolled out its Variant Reporter Tool 
(http://www.ncbi.nlm.nih.gov/variation/tools/reporter) for human 
assemblies NCBI36 (hg18) and GRCh37 (hg19).
