Hi Jon, All liftover files for hg18 can be found on our downloads server. From the main page, click on 'Downloads' located in the left side menu, then click 'Human', scroll down to hg18 and click 'LiftOver files' which will direct you to this page: http://hgdownload.cse.ucsc.edu/goldenPath/hg18/liftOver/.
