If all you want are the files, you can download them from
http://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/. Scroll down until
you see the snpxxxx files. Note that these files will not provide you with
the gene IDs that correspond with the SNPs. If you would like to associate
your list of SNP IDs with their respective gene IDs, you can do so by using
another tool called Galaxy created and maintained by Penn State Univerity
(https://main.g2.bx.psu.edu/). Please also see this previously-answered
