I suggest finding someone with a Gentoo hostmask (and someone who
wants to maintain the channel, if not the same person) and go to
#freenode to request it be given to the project. It is possible the
project already owns it, but it was closed due to a renaming of the
subprojects involved.
As it is most of the projects you are referring to seem to fall under
Prefix. I agree "Alt" makes a bit more sense. Ultimately, it may not
matter.
