No, because temperature depends on too many variables.  But, you can set
the speed of the processor manually.  You can do this with the files
in /sys/devices/system/cpu/cpu0/cpufreq, or you can just use something
like cpufreqd or the Gnome CPU Frequency Scaling Monitor.
