Hi,

Looks like you have a broken multilib setup. Since you didn't post the output of 
emerge --info, it's hard to help you. As a workaround, you might want to try

FEAUTRES=-sandbox emerge mod_php

for now, but you really should fix your setup. Please send me a mail with your 
emerge info (off-list preferably), and we'll see how to fix it.
