Yes, using the x86 live cd will prevent x86_64 applications (those from amd64-stage3) to launch.

Okay, this did the trick. I downloaded a minimal amd64 iso image,
burned it to dvd and booted from it. Now I can perform "chroot
/mnt/gentoo /bin/bash" successfully.
