You would need manual intervention get get kernel sources + a kernel
config into your livecd-stage1 target.

I *highly* recommend against not having hal in USE.

You would have to remove *every* package that would pull in hal from
livecd-stage1 and move them to livecd-stage2.  Trust me, it won't be
pretty.
