Of course, after days of searching and only barely after submitting to this list, I get it working. :) I needed to add the -k option to palo, specifying a kernel on the command line. I suppose I could have added a --recoverykernel option to palo.conf, and I guess that would have done the same thing, but this did it. Thanks anyways.
