linux-info.eclass: fix error/warning messages with ~!SYMBOLS
For ebuilds that do things like ~!IDE, the current warning system would
drop the ~ but not the !. This would lead to doing variable expansion
like ${WARNING_!IDE} which is invalid shell code.
