eclass/intel-sdp-r1: Maintenance

 * remove IUSE l10n_ja

 * remove obsolete information

 * remove rpm automagic expansion: Intel changes naming and versioning
   convention with every release. Let's just give up and specify the
   full rpm file name in the ebuilds.
