package.mask: Last rite dev-python/*, m-needed, no-revdep, py3.6

Last rite a bunch of dev-python/ packages that have no maintainer,
no reverse dependencies and have not been tested with Python 3.7.
Includes a few packages found recursively to depend only on those
removed.
