dev-perl/BerkeleyDB: -r bump for CFLAGS love + fixes

- Remove unused 'e-utils' eclass
- Ensure sys-libs/db mentioned in DEPEND
- Ensure CFLAGS passed to make/compiler
- Appease BAS-IMP-ebuild_multiple_deps_per_line
