Revert "specs/ppc/ppc64le: Disable musl builds"
This reverts commit 3c5ff69f328f1dbd50f1ba622cd3740bd8df8b3d.
In catalyst commit 3be3ac84 ("arch/ppc.toml: add CHOST based subarches")
we've added subarches for 'powerpc', 'powerpc64', and 'powerpc64le', so
these stage builds should now work.
