sci-mathematics/singular: drop USE=julia in a new revision.

The upstream ./configure flag for julia doesn't actually do anything
for the moment, and it's making stabilization more tricky. So let's
just drop it.

Bug: https://bugs.gentoo.org/832376
Package-Manager: Portage-3.0.30, Repoman-3.0.3
