app-editors/pulsar-bin: fix more +x binary & make desktop more upstream
Though we can't rally use the part of
"env ATOM_DISABLE_SHELLING_OUT_FOR_ENVIRONMENT=false", because
desktop.eclass would autofill a wrong TryExec entry.
