Revert "profiles/base: remove global profile thunderbird[system-icu..." This reverts commit 74ff9e82b937ea76b0a149d35c811b4dbd9e0bbb. The fix did not land in 74.1 after all, but is now marked for icu-75. Globally masking thunderbird[system-icu] again.
