dev-util/librnp: destabilize 0.17.1-r1 for ~x86
- The only reverse dependency is ~x86. While librnp can be used as standalone,
since it ships "rnp" and "rnpkeys" binaries, I doubt anyone does this. Can
be stabilized again if there's demand.
