You should unmerge pam-login and utempter just like portage is asking you to do, then continue with your updates. Blockers occur because something changed in the tree. In this case, shadow now provides the functionality that pam-login once did, which is why shadow blocks pam-login. There's a pretty simple rule. If you have a blocker, remove your blocker.
