Same problem with every upgrade Bugzilla doesn't send mails any more

I tested bugzilla before putting it in production and only had some minor problems which lasted about 15 minutes. Other than that everything transistioned nicely, I also added a new resolution status "NOTOURBUG" to make things more organized instead of "WONTFIX" which has other characteristics.
