What i do is just add myself as maintainer for now (packages can be maintained without herd if needed) and try to find a suitable herd to take over in time. You can make a comment in the ChangeLog or metadata itsself about the temporary maintainership (eg. see xscreensaver metadata). Packs without maintainer by now usually are low maintenance anyway.
