Hello, 

pam breaks, because you miss the GRP_STAGE23_USE variable in your
make.default. I had the same problem on hppa. If you don't set it, or at
least set pam in it, every stage 3 breaks.
This is the one I used for hppa : 
GRP_STAGE23_USE="ipv6 pam tcpd readline nls ssl gpm perl python berkdb
acl ncurses"
