I'm wondering if there's a cvs check-ins mailing list? I've signed up for gentoo-cvs, but nothing seems to be coming across. Any help would be appreciated.

I'm not sure you actually would want to be signed up for such a list. You would end up getting hundreds of emails a day. You should probably just hang out in #gentoo-commits on irc.freenode.net, where the CIA bot lists each check-in as it happens.
