[gentoo-dev] GPL code change tracking

Is anyone aware of any tools, maybe a plug-in for CVS, that will allow 
you to flag all GPL code and notify you when attempting to make a 
change.  I realize that I'd have to do the initial flagging manually at 
first.  Does such a tool exist?
