Hi,

Have you tried the ebuild at http://bugs.gentoo.org/show_bug.cgi?id=27700 ?
(I think you have because you are in the CC list ;) )
I compiled app-editors/nvi (local ebuild, though) against libncursesw.so
and It works fine with ja_JP.UTF-8 locale.
