We're eliminating a historical FHS exception for /usr/X11R6. This is
moving in a direction that distribution X packagers are interested in
moving, and a direction that upstream seems to be moving.

I've already widely publicized parts of this move -- >=6.8.0-r4 install
to /usr/lib, ebuilds as far back as xfree installed fonts to
/usr/share/fonts and docs to /usr/share/doc/${P}. This ebuild simply
finishes the move with include/ and bin/, then creates a top-level
symlink at /usr/X11R6 instead of many deeper ones.

If one builds vanilla upstream X with ProjectRoot undefined, it would
install to roughly the same locations as we are now using.
