Bugs are supposed to end up being CLOSED, but in real life, that rarely happens. That's more appropriate of a process for a singular software project (e.g. portage tools), not something like what we do most of the time (package management). Although there might be some occasions in our bugzilla where this might actually work. It would be pretty cool if we could have every RESOLVED bug QA'd by a 2nd pair of eyes and CLOSED, but there's just not enough manhours to go around.
