If I may request, perhaps (only perhaps), local USE flags description could also be on each ebuild, instead of use.local.desc. About the USE="no*", I agree they're a bad, altought I don't see how removing them will solve GLEP19's problem. There are other USE flags that remove DEPEND, no* are only a part of them (and some no* doesn't remove any dependency). I don't think it will be easy to remove all DEPEND="!x?" from portage. Perhaps a better script to check what a USE flag does on DEPEND will be needed. But that shouldn't change the fact that, in most cases, implementing bug #61732 will make easier to remove USE="no*".
