Sure.  Or I could show you how to setup a herd ;-)

The process I follow is this:

a) check the affected packages, and make a list of the maintainers
b) ask those devs whether they'd like to join the new herd
   - if too many say no, then it's best to abandon the herd idea
c) decide on a name and email alias for the herd
   - <herd>@gentoo.org is our preferred name for now
d) ask infra to create a mail alias for <herd>@gentoo.org
e) register a bugzilla account for <herd>@gentoo.org
f) update herds.xml in gentoo/misc/
g) announce it on gentoo-dev
h) update metadata.xml in all affected packages
