Ah, that's what's missing from the GLEP. It doesn't specify that conditional 
elib imports must be conditional on use/arch flags and static ebuild 
metadata. 

Without that restriction, as I understand things, a conditional import whose 
condition can change values between merge and unmerge times can indeed break 
things.
