herdstat can do this.  ciaranm poked me the other day to see if I could
implement a cache for it (which I mostly finished last night), so hopefully
that'll be in a release soon.

I think it's a good idea.  Regarding the compilation script, there's
already-written code in herdstat that could handle this, but most likely that's
not an option (I can hear the "C++ sucks" flames already ;p).
