Because client-side CVS sucks at dealing with this - and from it's point of view, there is no difference between renaming and moving packages - they are both just directory names.
After such a move of directories, CVS clients running their next update would find NO record of the old directory when they attempted to update it, and the CVS client would then NOT touch the local copy at all.
