maintained replacement package exists, or if it has dependencies upon a
version of a package which is being removed.

Really though, wouldn't this be an ideal opportunity to remove the odd
bit of dross from the tree? I mean, take fortune-mod-gentoo-forums for
example... Is it really worth keeping around?
